## Summary

The Scottish Government is initiating an Invitation to Tender (ITT) for its "Building Standards Research and Technical Services Framework," which is managed by the Building Standards Division. This procurement process, currently at the tender stage, seeks to establish a multi-supplier framework agreement, aiming for a maximum framework value of £4,000,000. The framework includes seven lots covering areas like fire safety, structural engineering, and energy efficiency, primarily delivered across Scotland (UKM region). Key dates include the tender period ending on 17th August 2026 and the award period commencing on the same day. This open procedure is governed by the legal basis of directive 32014L0024 under the CELEX scheme, focusing on research and development services associated with consultancy in building standards.

This tender presents significant opportunities for businesses operating in fields such as environmental consultancy, engineering, and technical advisory services, particularly those with expertise in supporting building standards and regulatory compliance. The framework allows economic operators to bid on one or more lots, thereby facilitating diverse participation and niche expertise. Suppliers with strong capabilities in delivering sustainable and inclusive benefits may also be well-aligned, given the framework's emphasis on community benefits. Additionally, businesses with a track record of compliance with environmental management and supply chain standards, as well as experience in fair work practices, will find this tendering opportunity conducive for advancing business growth and collaborating on a nationwide scale with the Scottish Government.
