### Planning Information

NHS Shared Business Services Limited (NHS SBS) act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework.

NHS SBS intends to put in place a Framework under the Procurement Act 2023 for the provision of Sustainable Waste Management and Recycling Services and related Goods and Services for healthcare and wider public sector to be used by Approved Organisations. The proposed Framework is intended to cover the provision of waste management services, together with services and goods relating to waste minimisation, recycling, and resource recovery):
Lot 1 - Recycling and Waste Consultancy
Provides specialist consultancy to help Approved Organisations optimise recycling and waste operations, improve sustainability and cost efficiency, and ensure compliance with legislation and best practice.
Lot 2.1 - Sustainable Asset Management Solutions
Provides sustainable end to end clearance of unwanted or end of life assets, including collection, assessment and responsible handling. Emphasis is on reuse, repurposing, resale and rehousing, supported by strong circular economy practices and transparent reporting to reduce environmental impact and maximise asset value.
Lot 2.2 - Waste Repurposing Technological Platforms
Provides digital platforms that enable organisations to list, match and redistribute unwanted goods and materials, keeping assets in circulation and reducing waste. Solutions support a technology driven circular economy with audit trails, sustainability reporting, and configurable workflows for internal transfers or external redistribution.
Lot 3.1 - Clinical Healthcare Waste
Provides compliant collection, transport, treatment and disposal of clinical waste, using incineration, alternative treatment or pyrolysis while minimising landfill. Covers relevant EWC classified waste streams and ensures safe handling of hazardous and infectious materials in line with statutory requirements.
Lot 3.2 - Reusable Sharps
Provides compliant supply, collection, cleaning and return of reusable sharps containers, delivered in accordance with HTM 07 01 and relevant health and safety standards.
Lot 4 - Sanitary and Washroom Services
Provides fully serviced sanitary and washroom hygiene solutions including waste collection, disposal, equipment supply, installation and maintenance. Supports safe, compliant and inclusive washrooms with options to enhance environmental performance and user experience.
Lot 5.1 - Commercial & Household Waste: Healthcare and NHS
Provides commercial and household waste collection, recycling and disposal tailored to healthcare settings. Covers residual waste, recyclables, food waste, bulky items and other non clinical estate waste, supporting compliance with environmental regulations and Simpler Recycling requirements.
Lot 5.2 - Commercial & Household Waste: Local Authority and Wider Public Sector
Provides municipal waste collection, segregation, recycling and disposal for local authorities and public sector organisations. Includes residual waste, dry recyclables, food waste, bulky items and estate generated materials, aligned to statutory obligations and Simpler Recycling requirements.
Lot 5.3 - Food Recycling Management Services
Provides services to minimise food waste through anaerobic or aerobic treatment, digestors and associated training. Covers catering and low risk Category 3 food wastes and complies with all relevant environmental and food waste regulations, including Simpler Recycling requirements.
Lot 5.4 - Hazardous Waste
Provides compliant collection, transport and disposal of hazardous non healthcare waste under relevant legislation. Includes aerosols, asbestos, chemicals, batteries, WEEE with hazardous components, oils, solvents and other specified hazardous materials.
Lot 5.5 - WEEE Waste
Provides compliant collection, treatment and recycling of Waste Electrical and Electronic Equipment (WEEE), including segregation of hazardous components, material recovery and environmentally sound disposal.
Lot 6 - Confidential Waste: Recycling, Destruction & Disposal
Provides secure, compliant collection and destruction of confidential waste, ensuring full adherence to the Data Protection Act 2018, UK GDPR and best practice security standards.
Lot 7.1 - Food Waste Processing Equipment
Provides supply, delivery and installation of food waste processing equipment (e.g., bio digesters) to reduce waste volume or generate organic recyclate, supporting onsite sustainability objectives.
Lot 7.2 - Compactors
Provides supply, delivery and installation of waste compactors and associated goods/services to reduce onsite waste volume, lower transport costs and minimise landfill use.
Lot 7.3 - Bins
Provides supply of internal and external bins, containers and associated accessories such as signage and liners. Includes services such as refurbishment, repair, maintenance and bin cleaning.
Lot 8.1 - Pyrolysis
Provides onsite pyrolysis technology combining shredding and/or dewatering to convert biohazardous waste into inert material and energy outputs, in compliance with applicable legislation.
Lot 8.2 - Microwave Solutions
Provides onsite microwave based clinical waste treatment, combining shredding and sterilisation to produce inert material suitable for safe disposal through existing waste systems.
Lot 9 - Total Recycling and Waste Management (TRWM)
Provides integrated recycling and waste solutions combining at least two service areas within this Framework, delivering a comprehensive, sustainable approach tailored at call off stage.
Potential suppliers wishing to participate in the preliminary market engagement should read the PME introduction document and complete and submit the Preliminary Market Engagement Questionnaire (PMEQ) on SAP Ariba before midday (GMT) 12 noon on 24/04/2026. The eSourcing system we will use is SAP Ariba (PLEASE NOTE: To register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a Framework if invited to do so).
