## Summary

The National Institute for Health and Care Excellence (NICE) is currently in the planning stage of a procurement process for their Access & Identity Management System (AIMS). This initiative falls under the services industry category with a focus on technical and data management services. The procuring organisation, located in Manchester, UK, intends to host a virtual supplier engagement event on 16th April 2026, providing market participants an opportunity to discuss draft service requirements with the aim to publish the Invitation to Tender (ITT) by June 2026. The procurement concerns a contract valued at £825,000 (gross amount £990,000), scheduled to start in May 2027 and run for three years with potential extensions of up to two more years. Interested suppliers are encouraged to register via the Atamis e-sourcing portal.

This tender presents a promising opportunity for businesses specialising in identity management and access federation systems, particularly those offering innovative solutions in secure authentication and data integration. Small and medium enterprises (SMEs) suited to deliver technical and data management services will find this procurement appealing due to its government procurement status and sector focus. Participating in the supplier engagement event allows businesses to influence the final service specifications and align their offerings with the healthcare sector’s needs, potentially leading to significant business growth through collaboration with NICE and integration across NHS entities.

AIMS comprises two interdependent components delivered as a single, integrated service: (1) an Identity Provider (IdP) service, which isan "identify management" capability to manage user identification and authentication; and (2) a Federated Access Management service, which is a "publisher federation" capability to manage integration with publisher platforms and ensures users receive the correct access rights. Maintaining this integration is essential to guarantee continuity of access to evidence for the healthcare workforce and to uphold contractual obligations with publishers. At the event, NICE will describe the draft service requirements and hold a question-and-answer session. NICE will highlight the importance of the federation and federated access elements of the service that is used by content providers.
