## Summary

The Engineering Construction Industry Training Board (ECITB), a public authority under sub-central government, is in the planning stage of initiating a tender process for its new STEM engagement programme pilot. The programme aims to support the engineering construction industry's future talent pipeline by encouraging under-16s into engineering construction industry (ECI) careers, with a focus on equity, diversity, and inclusion initiatives in Central Scotland. The preliminary market engagement notice was published on 24 March 2026, and a key webinar event is scheduled for 20 April 2026 at 11:00am. Interested stakeholders are invited to provide feedback and participate in early engagement activities, preceding the tender issuance expected in summer 2026. The programme, classified under Education and training services, will have a gross value of £60,000 and is planned to be delivered across the Scottish Central Belt starting from 2027.

This tender presents significant opportunities for businesses involved in STEM outreach, education, and third sector partnerships. Organisations that specialise in engaging young people with Science, Technology, Engineering, and Mathematics can collaborate to influence the shape of the programme. SMEs and VCSEs are particularly suitable to compete for this two-year pilot project, with insights from industry engagement expected to guide the tender process. Participating in early engagement activities could allow businesses to tailor their approach to meet ECITB’s objectives and contribute to the sector's long-term growth by inspiring the next generation of ECI professionals. By attending the upcoming webinar and engaging in dialogue, organisations can position themselves as key players in shaping this strategic initiative focused on fostering new talent in the engineering construction industry.

## Notice

ECITB is pleased to invite stakeholders to help shape it's new STEM engagement programme! The Engineering Construction Industry Training Board (ECITB) is inviting organisations to get involved in helping shape a new programme designed to support the engineering construction industry's future talent pipeline. Andrew Hockey, CEO of the ECITB, said: "The ECITB's Leading Industry Learning Strategy outlines the importance of encouraging new entrants into industry and engaging in activities to attract and inspire under-16s into ECI careers. "One of the recurring themes we hear from employers across the industry is the critical need to inspire young people into STEM (Science, Technology, Engineering, and Mathematics) careers from an early age. "Our Business Plan for 2026 includes the action to deliver a key EDI (equity, diversity and inclusion) or attraction initiative in each ECITB region, including a STEM outreach engagement activity in Central Scotland targeting secondary schools." As part of its pre-tender market engagement, the ECITB is seeking input on the current STEM engagement landscape from engineering construction organisations, STEM outreach providers and third sector partners. Feedback is welcomed on existing solutions, areas of good practice and any gaps that need to be addressed to strengthen STEM outreach and careers awareness. Our webinar will be the first in a series of supplier engagement activities to support this, pre tender. The ECITB intends to issue a tender later in summer 2026 for the two-year pilot programme across the Scottish Central Belt, with delivery expected to commence in 2027. WEBINAR Organisations interested in contributing to this early engagement are invited to attend our online event on 20 April at 11:00am. Insights gathered during this engagement will help inform the forthcoming tender and pilot programme.
