## Summary

The Bank of England is initiating a procurement process for property and building services at its Debden site in the UK, currently in the planning stage. This process involves the replacement of existing LTHW boilers with hybrid ASHP, optimisation of HVAC systems, improved lighting controls, and various maintenance tasks. Interested suppliers are invited to express their interest in the Preliminary Market Engagement by 9th April 2026. The procurement, categorised as construction work, will adopt a traditional procurement route with a NEC4 option A fixed price lump sum contract. The anticipated contract period is from 1st March 2027 to 31st August 2029, underpinned by the UK Public Procurement Act 2023/54.

This tender presents significant business growth opportunities for construction and building services firms, particularly those specialising in HVAC systems, lighting solutions, and building maintenance. Firms experienced in executing contracts for central government entities like the Bank of England would find this tender particularly relevant. This engagement allows businesses to partake in refining the procurement approach, providing visibility into future plans and fostering relationships with a key public authority. Participation in this initial stage is an advantageous step for businesses looking to expand their portfolio within the public sector infrastructure realm.
