## Summary

NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board has recently awarded a contract for the provision of 12 Pathway 3 Discharge to Assess Community Beds to Cedar Care Homes Ltd, located at Oakhill Mansions in Bristol. This procurement, classified under residential nursing care services, falls under the services category. The urgent need for these beds arose due to an unforeseen capacity shortfall, which posed an immediate risk to patient safety starting in April 2026. The procurement stage is at the tender update phase, with the contract having commenced on 1st April 2026, for an initial period of 18 months with an optional 12-month extension. The contract was awarded under the Provider Selection Regime regulations, using a direct award process due to extreme urgency, circumventing the standard competitive process.

This procurement presents significant opportunities for businesses within the healthcare and residential care sectors, particularly those with capabilities in delivering high-level, 24-hour nursing care services. Companies that are well-positioned to offer similar urgent care services may find potential growth opportunities by aligning with NHS needs, especially during rapid transformation or capacity shortfalls within the healthcare system. The direct award method indicates a need for swift mobilisation and reliability in providing care services, which favours businesses that can rapidly adapt and maintain high standards under pressure. Such contracts can bolster their experience and visibility in the public health care provision domain.

## Notice

NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board have awarded a time limited contract in accordance with Regulation 14 of the Health Care Services (Provider Selection Regime) Regulations 2023, for the provision of 12 P3 Pathway Discharge to Assess Beds to Cedar Care Homes Ltd under urgent circumstances. These beds will be delivered at Oakhill Mansions operated by Cedar Care Homes Ltd. The system is facing an immediate and unplanned capacity shortfall from April 2026 and creates a direct and imminent risk to patient safety and system flow, which could not reasonably have been fully mitigated through earlier procurement action given the reliance on transformation programmes that were, at the time, expected to reduce demand within the existing contracted capacity. Pathway 3 (P3) beds form part of the Discharge to Assess (D2A) model and are intended for individuals who are medically optimised for discharge from acute hospital settings but have complex, high-level care needs that cannot be safely met in their own home environment at the point of discharge. P3 beds are typically provided within registered residential or nursing care home settings and deliver 24-hour care and support, including access to nursing provision where required. The service is VAT-exempt, and all contract values stated are excluding VAT
