## Summary

Norfolk County Council is seeking to reopen the procurement process for two lots of the 'Framework for Home Support Providers for West and North Norfolk' under the Light Touch Regime of the Public Contract Regulations 2015. The process aims to appoint multiple framework providers to deliver home support services within specific Primary Care Network areas in West Norfolk. The procurement is divided into two lots: one provider is needed for King's Lynn, while two providers are required for Fens and Brecks. The contract period for the King's Lynn lot starts on 1 June 2026 and ends on 26 January 2035, and for the Fens and Brecks lot, it starts on 1 August 2026, also ending on 26 January 2035. The tender remains active, with an electronic submission deadline of 15 April 2026, and the bid opening scheduled for the same date. The procurement method is open, ensuring participation from suitable providers.

This tender represents a significant opportunity for businesses operating in the social work services sector without accommodation to expand their reach in the Norfolk area. Providers specialising in home support services are encouraged to participate, as they can secure up to 30% of home support hours in strategic regions. The framework agreement underlines an emphasis on quality, without weighting on price, making it an attractive proposition for businesses focusing on high-value care. With a total estimated contract value of £7,912,667, businesses can achieve growth and strengthen their foothold in regional markets by aligning with the Principal Framework Provider and leveraging the ongoing developments such as potential changes in local governance. This tender is ideal for providers looking to expand within regional networks and build partnerships in community-focused health and social care services.
