## Summary

The London Borough of Tower Hamlets is inviting tenders for the "CS6086 Specialist Youth Services - LGBTQ Plus" contract, aimed at providing inclusive and high-quality centre-based support for LGBTQ+ youth between the ages of 11 and 19, extending to 25 for individuals with Special Educational Needs and Disabilities (SEND). This service is critical to enhancing the wellbeing and resilience of young people in conjunction with the Young Tower Hamlets Strategy 2025-2027. With an estimated contract value of £120,000 over an initial two-year period starting 1st September 2026, the competition follows an open procurement method below the threshold, with submissions closing on 10th July 2026. The procurement focuses on services in health and social work, specifically within the geographical boundaries of Tower Hamlets in London.

This tender offers significant opportunities for SMEs and VCSEs in the region with a genuine operational presence or substantive business activities. Firms specializing in youth services, particularly those with expertise in LGBTQ+ support, could benefit from participating in this tender process. Providers will need to demonstrate culturally competent, inclusive, and supportive service offerings that address social value and quality. As this procurement prioritizes local economic growth, businesses established in Tower Hamlets have a unique advantage. The contract can be extended up to two additional years, potentially fostering long-term business growth and service provision stability within the community.

## Notice

Tower Hamlets Council is committed to strengthening dedicated support for LGBTQ+ children and young people across the borough, ensuring they have access to safe, inclusive spaces where they can participate in meaningful activities, explore their identities without judgement, and receive appropriate support from trained youth practitioners. Improving outcomes for LGBTQ+ young people aligns closely with the priorities set out in the Young Tower Hamlets Strategy 2025-2027, recognising the need for environments that foster belonging, promote wellbeing and resilience, and actively challenge discrimination. Significant investment has already been directed towards enhancing youth provision, and the Council's ambition to develop ward-level delivery models represents an important step in ensuring that LGBTQ+ young people can access support locally, without barriers or stigma. The commissioned Specialist LGBTQ+ Youth Provision will focus on delivering high-quality centre-based support in wards where specific LGBTQ+ youth services are not currently available. The programme will provide free, accessible, and well-publicised activities for young people aged 11-19 (and up to 25 with SEND), embedding inclusive practice and ensuring that all young people regardless of sexual orientation, gender identity, or expression are welcomed and supported. This includes facilitating opportunities for personal development, peer connection, community building, and access to relevant health, wellbeing, and safeguarding support.
