## Summary

The London Borough of Tower Hamlets has issued an open tender for its project titled "CS6088 Specialist Youth Services - Transitions." This procurement falls under the Health and Social Work Services category and aims to enhance transition support for young people in the region of UKI, United Kingdom. As of 16 June 2026, the tender is at the 'tender update' stage, with the process allowing for electronic submissions. The final date for tender submissions is set for 10 July 2026, and the contract period is slated to begin on 1 September 2026, lasting initially for two years with potential extensions up to a total of four years. The procurement method is described as an open procedure, reflecting inclusivity in supplier participation.

This tender presents substantial business growth opportunities, particularly for providers capable of delivering high-quality and well-structured youth services. Organisations that specialise in educational and social development programs, particularly those qualified to work with youth and capable of delivering within designated community spaces, will find this an ideal opportunity. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are especially encouraged to apply, as the suitability criteria cater to these entities. Engaging in this project will not only leverage providers’ capabilities in youth services but also connect them with broader community objectives, fostering social value and innovation.

## Notice

Tower Hamlets Council is committed to strengthening transition support for young people as they move from childhood into adolescence and adulthood. Ensuring that young people experience a smooth, safe, and well-co-ordinated transition is central to the ambitions set out in the Young Tower Hamlets Strategy 2025-2027. The Council recognises that this period can present significant challenges educational, social, emotional, and practical and is investing in targeted provision that helps young people build independence, confidence, and resilience, while ensuring they remain connected to appropriate support. The commissioned Specialist Transition Provision will focus on delivering high-quality centre-based support in wards where transition-specific services are not currently available. The offer will provide young people aged 10-13 with access to free, inclusive, and well-publicised activities designed to support key areas of transition-such as education, training and employment pathways, life skills development, confidence building, social participation, and emotional wellbeing. Providers will be expected to create structured yet flexible environments that help young people navigate major life steps, including moving between school phases, preparing for adulthood, accessing services, and developing practical independence skills.
