## Summary

Stoke on Trent City Council is initiating a procurement process to secure the services of qualified Educational Psychologists for the delivery of statutory Education, Health and Care (EHC) needs assessments. The tender, titled "Educational Psychology Assessment Delivery - Purchase of Locum EPs to complete assessments," falls under the category of psychologist services and is set within the services procurement industry. The geographic location for delivery is in Stoke-on-Trent, UK, specifically in the region UKG23. The procurement method is open, with an open procedure allowing electronic submissions, and the deadline for tenders is set for 1st May 2026. The tender process follows legal guidelines as outlined in the Children and Families Act 2014 and the SEND Code of Practice to ensure compliance and quality in service delivery. The current stage of the procurement is the tender phase, with the award period concluding on 1st August 2026.

This tender offers a substantial opportunity for educational psychology professionals, particularly those experienced in handling EHC assessments, to expand their business operations and provide critical services to the local community. The contract value is estimated at £1,920,000, suggesting a significant scope for business growth. The procurement is suited for SMEs and VCSEs, indicating inclusivity for smaller and voluntary businesses. Organisations specialising in management consulting or recruitment services alongside psychologist services may find themselves well-placed to compete effectively. Providers will benefit from a structured framework agreement, ensuring regular sourcing of work based on ranking and capacity. With a dedicated performance management focus, participating businesses have the opportunity not only to grow financially but also to refine service delivery practices and contribute positively to the community's educational and psychological welfare. The contract spans from August 2026 to August 2028 with potential for a renewal extending to 2029, allowing sustained business engagement.

## Notice

Stoke-on-Trent City Council is seeking suitably qualified Educational Psychologists to support the statutory Education, Health and Care (EHC) needs assessment process. Providers will be responsible for delivering person-centred, legally compliant psychological assessments and reports for eligible children and young people, in line with the Children and Families Act 2014 and the SEND Code of Practice. The service must align with local strategic priorities and guidance, which will be shared upon agreement to deliver the service. The scope of work includes completing educational psychology assessments, producing detailed reports, and providing psychological advice to inform EHC needs assessments. Providers must ensure that assessments include consultation with the child or young person, their family, and relevant professionals. All services must reflect professional judgement and uphold the principles of inclusion and individualised support, and as such advices may be required to be completed following either face-to-face assessment, virtual consultation and/or a review of relevant information. Performance management will be integral to the delivery of this service, ensuring quality, timeliness, and compliance with legal and local expectations. The Council will monitor provider performance against agreed standards to ensure that the needs of children and young people are met effectively and consistently.
