## Summary

Chichester District Council has initiated a tender process for "Litter and Public Spaces Protection Environmental Enforcement Services" under the classification of public law and order services. This procurement is open and competitive, aiming to secure a contractor capable of providing environmental enforcement services through a long-term concession agreement. The role involves offering a mobile team of trained officers to manage and enforce penalties for environmental offences across areas with high pedestrian traffic in the Chichester District. The tender is presently in the tender phase with a submission deadline set for 29th April 2026 and enquiries closing on 17th April 2026. The initial contract is scheduled to begin on 10th July 2026 and could extend until 9th July 2032, with a possible three-year renewal. With a gross value of £2,160,000, this procurement represents a significant opportunity for service providers within the UK.

This tender opens considerable avenues for businesses specialising in law enforcement, environmental management, or security services, particularly those capable of deploying and managing enforcement personnel efficiently. Small and medium enterprises (SMEs) are encouraged to participate, as the procurement is open and suitable for such entities. The selection criteria focus not only on financials but also heavily weigh social value, ethical enforcement, staffing capabilities, and health and safety standards. Companies with strong compliance, administrative capabilities, and those adept at handling legal procedures related to penalties and offences will find this opportunity particularly advantageous. The procurement method's open nature provides equal opportunities to qualified entities to leverage their niche services and expand their market footprint within public sector contracts.
