## Summary

This procurement process was conducted by the Welsh Government (Llywodraeth Cymru) with a focus on conducting a systematic review of carbon pricing policy, socioeconomic impacts, and public perceptions. Classified under the category of Research Consultancy Services, this contract was executed in Cardiff, Wales. The tender process followed a 'Below threshold - limited competition' procurement method, and it has now reached the 'Award' stage. The contract was signed on 27th March 2026, with the project scheduled to commence on 7th April 2026 and conclude by 6th October 2026. The total contract value is £60,000 gross, with a net amount of £50,000.

This tender opens significant opportunities for businesses specialising in research consultancy, particularly those with expertise in environmental policies and socioeconomic analyses. With the contract awarded to Miller Research (UK) Ltd, located in Llanvetherine, Abergavenny, the project offers insight into how businesses can engage in environmentally-focused public policy analysis and consultancy. Small to medium enterprises (SMEs) in the research and consultancy industry might find such contracts beneficial for growth, especially those capable of conducting comprehensive and intersectional evaluations of governmental policies. The project’s focus on carbon pricing's socioeconomic implications suggests a demand for nuanced, policy-oriented research that SMEs could leverage to demonstrate their analytical capabilities in governmental procurement processes.

## Notice

As the UK ETS expands and develops, it is important to learn from the impact of other schemes and policies around the world. We require a rigorous and comprehensive systematic review of: 1. Carbon pricing policies (including but not limited to emissions trading) implemented or considered in other parts of the world (at national, subnational or supranational level) and related to the following sectors: heating buildings, transport and agriculture. The review should cover the policies' social and economic impacts, as well as their effectiveness in reducing GHG. 2. Mitigation policies to alleviate disproportionate impacts of carbon pricing policies on economically or socially vulnerable groups. Wherever possible/relevant, the bidder is encouraged to take an intersectional approach in their consideration of vulnerable groups. 3. The literature on public perceptions and receptiveness to carbon pricing policies.
