## Notice

Manchester City Council is procuring security and crowd-safety services across three Lots covering Specialist Markets, City Events, and the Taxi Marshal Scheme. Lots 1 and 2 will be established as single supplier framework agreements to support a flexible annual programme of markets and events. Lot 3 will be procured as a single-supplier contract to deliver a uniformed Taxi Marshal service supporting the safe and effective operation of taxi ranks within the City Centre night time economy. Manchester City Council seeks suitably qualified and experienced providers to deliver security, stewarding, crowd management and associated services across its markets, events, and nighttime-economy operations. Providers must demonstrate the ability to deploy trained and SIA-licensed personnel, provide resilience at short notice, and deliver high-quality customer-facing services across busy and complex urban environments. The procurement comprises the following Lots: Lot 1: Specialist Markets (Framework) Lot 2: Events (Framework) Lot 3: Taxi Marshals (Contract) It is intended that Manchester City Council will award the framework agreements as follows subject to meeting the Award Criteria stated in the ITT documents: Lot 1 - Specialist Market to a single supplier Lot 2 - Events to a single supplier This frameworks will allow Manchester City Council to call off contracts by Direct Award without competition. There is no restriction on the number of Lots a supplier may tender for, or be awarded to. Subcontracting of any part of the services is prohibited for all Lots. Contract length for all Lots will be 2 years with the option to extend for an additional 2 years.

Specialist Markets

Manchester Specialist Markets is a section within Manchester Markets that operates several specialist markets in Manchester City Centre. Our markets occupy temporary sites and vary in themes, locations, size and duration. The portfolio for this framework includes Piccadilly Street food market, various pop-up markets in the City Centre and the large multi-site Christmas market. The requirement for each market varies, but most of our operations require both day and night time security. This is a multi-site, year-round framework with variable deployment levels based on market activity and annual planning cycles.

Renewal: The contract and frameworks period will be for 2 years with the option to extend for an additional 2 years.

Events

Manchester hosts and promotes a vibrant annual programme of arts, cultural, sports, community, business, civic and commercial events of local, national and international standing. Indicative core annual events may include Manchester Day, Manchester's Christmas Parade, New Years Eve Fireworks, St Georges Day Parade, Chinese New Year, Remembrance Sunday and a range of other events during the term of the Framework. The City Council may also be asked to host or manage additional one-off major events. This framework agreement is for the provision of suitably qualified and experienced companies to provide a range of security, stewarding and crowd management services at indoor and outdoor events, organised by or in partnership with the City Council's Events Team within the local authority boundaries of Manchester. This is a flexible, single provider framework to support a rapidly changing event landscape across the city.

Taxi Marshals

The purpose of this service is to seek the provision of a Uniformed Taxi Marshal Service that will operate every weekend in the City Centre of Manchester from designated Taxi Ranks. The service will form a key component of delivering a safer City Centre environment.
