## Summary

Cheshire West and Chester Council is currently in the planning stage for the procurement of educational tuition services. The aim is to establish a framework of suppliers to support young people educated outside of school settings, including those with medical needs, special educational requirements, permanent exclusion, or who are looked after children. The procurement category is focused on services within the education sector, set in the UK region. Potential bidders should review relevant documents by 22nd May 2026, as follow-up meetings will be provided to shortlisted providers. The contract is set to begin in January 2027 and run through January 2031, designed under a "light touch" regime, with a procurement above threshold.

This tender provides a substantial opportunity for businesses involved in education and training services, particularly those capable of delivering both face-to-face and online tuition. SMEs, non-profit organisations, and sole traders can leverage this framework agreement to access consistent business growth, given the forecasted spend of over £1 million for the upcoming procurement cycle. It is designed to be inclusive, encouraging bids from providers of various sizes to cater to the diverse educational needs across Cheshire. Businesses interested should begin preparations for engaging with the council's procurement strategies and consider the flexibility to renew their involvement, ensuring long-term collaboration.

## Notice

Cheshire West and Chester Council is undertaking preliminary market engagement with current and prospective tuition providers to inform the future procurement of tuition services for children and young people who are educated other than at school. The Council has a statutory duty under the Education Act 1996 to secure suitable education for children and young people who cannot attend school due to: * Medical needs, including Social, Emotional and Mental Health (SEMH) * Special Educational Needs and Disabilities (with or without an EHCP) * Permanent exclusion * Being a looked after child Currently, tuition services are spot purchased by multiple teams, including the Virtual School, SEN Team and Education Access Team. In 2024/25, approximately PS1.4m of tuition services were procured in this way, with spend forecast to exceed PS1m in 2025/26.

### Planning Information

Potential bidders are asked to review the document on the Chest, www.the-chest.org.uk and provide a reply to the email address provided. Follow up meetings will be available to approx. 6 shortlisted providers. We are keen to hear from large and small organisations and sole traders as the aim is to build up a framework of suppliers who can offer a varied tuition to meet the young persons needs.
