### Planning Information

The Royal Borough of Kingston upon Thames (RBK) would like to invite participation in a Preliminary Market Engagement (PME) exercise to seek the views of the market for the provision of supported living service, including the promotion of daily living skills, for approximately 12 individuals with low to medium learning disabilities, housed in self-contained residential flats. 
This is not a tender exercise. 
The purpose of this PME is to assist the Council in gaining a better understanding of the feasibility of the requirements, the most appropriate operational approach and any possible risks or issues for any potential future competitive procurement exercise.
For the first stage of PME, interested suppliers are invited to read a memorandum of information (MOU), complete and return a questionnaire and attend an online engagement session. 
From those service providers who respond to the questionnaire, RBK reserves the right to invite selected respondents to participate in a late stage further engagement. The primary purpose of this stage is to allow the Council to ask further questions regarding the submitted responses and to gain a deeper understanding of key elements and nuances within those responses. 
For the avoidance of doubt, this is the scoping phase and there is no commitment at this stage to carry out a procurement exercise. Any information gathered will not be considered in any future tender exercise. Please note that participation or non-participation in this PME shall not prevent any supplier from participating in any future procurement process, nor is it intended that any information provided shall place any supplier at an advantage or disadvantage in any future procurement exercise.

Tuesday 14th April 2026 - Online engagement session 3:00-4:30 pm (the link to join the online session can be found in the MOU and will be published on the messaging function on the portal.
Wednesday 22 April 2026 - Deadline for clarification queries.
Friday 24th April 2026 - Deadline for interested parties to provide written responses to the questionnaire.
This Procurement is being conducted under the Procurement Act 2023 light touch regime.
