## Summary

The public procurement process for the project titled "Marine Simulator Relocation, Equipment and Upgrades" has been completed by Tyne Coast College, located in South Shields, United Kingdom. The procurement, categorized under goods and works, involved the relocation and upgrading of marine simulators, including ship bridge and engine room control simulators. The college issued a direct award to Kongsberg Maritime, a large company based in Norway and the UK, due to the specialized nature of the equipment and software, which operates exclusively with the existing K-Sim Nav & Eng system. The procurement phase concluded with the contract's effective dates running from 14 May 2026 to 30 September 2027. The direct award method was chosen to maintain continuity and avoid the significant cost of switching providers.

This tender creates opportunities for strategic alliances for businesses that specialize in advanced simulation technology, particularly those with competencies in installation, training, and support services for maritime simulation systems. Given the custom nature of the work and preexisting proprietary technologies, firms with established expertise in Kongsberg Maritime systems are exceptionally well-suited to engage with any future procurement processes. Additionally, companies offering support and expansion services for simulator hardware and software, as detailed in the contract, stand to benefit through collaboration in this niche technology sphere, thus facilitating business growth within the specialized maritime training industry.

The specialist hardware equipment and software is designed to operate with K-Sim Nav & Eng operating system which is currently running in all simulator facilities. Hardware and Software could be sourced from an alternative supplier but it would mean having to replace much of the simulation suite at a cost in the region of PS4-5m. The current simulators have been used for an extensive period of time. During that time a very large library has been developed of hydrodynamic ship models and 3D geographic database areas, nearly all developed for specific clients who expect to be able to use them when they require training. These areas and models are only compatible with Kongsberg simulation and are developed using Kongsberg software tools. All the exercises developed over this extensive time period are also only compatible with Kongsberg simulation. Tyne Coast College holds the IP and for this software development. It would take many months, if not years, to recreate this development if the College moved to another simulation provider.

Alongside this the lecturers who use the Kongsberg simulators are very proficient with this system, a new system would require a full and lengthy training exercise to be conducted and could guarantee the same level of knowledge. The current Long Term Simulator Service Plan is with existing providers Kongsberg.
