## Summary

The procurement process led by Manchester University NHS Foundation Trust involves the provision of Energy Efficiency Support Services, with a focus on public sector social services across Trafford, United Kingdom. Currently at the award stage, the process benefits from a direct award method for developing health services under the legal framework UKPGA 2023/54. The contract, valued at £196,000 with a gross amount of £235,200, is set for completion by 2028, starting on 27 April 2026, and features a flexible renewal option for 12 months. A key milestone, the signature date, is scheduled for 20 April 2026, with the standstill period concluding on 15 April 2026.

Groundwork Greater Manchester has been awarded the contract to deliver services aimed at improving energy efficiency for vulnerable households, providing opportunities for businesses with expertise in energy saving, damp and mould remediation, heat control solutions, and carbon monoxide monitoring. This tender highlights the strategic development of health and wellbeing hubs, encouraging innovative solutions and prototype services in a hospital environment. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) can leverage this business growth opportunity by aligning their solutions with the direct service needs of Manchester University NHS Foundation Trust's evolving public health initiatives.

### Procurement Information

This programme feeds directly into the new Health and Wellbeing Hub model, which has not previously been embedded within any hospital based environment and is itself a new and developing service for MFT. Groundwork advise activity, and the associated contract award, contribute directly to defining and shaping this service and its development over the duration of this contract and will itself therefore continue to be developed to support the Hub. As such, it is MFT Procurement opinion that the contract is suitable be awarded under the direct award criteria for Prototypes and Development within PA23.
