## Summary

The Common Services Agency, commonly known as Public Services Delivery Scotland (PSD Scotland), situated in Edinburgh, has awarded a contract to Experian Limited concerning a Software Licence and Support Agreement for Quick Address Software (QAS). The contract, registered under NP500025, falls within the IT services industry category and intends to provide continuity for address verification systems utilised in national clinical and business systems. The procurement method was limited and proceeded without a prior call for competition due to Experian's exclusive rights to the products. The contract, valued at £530,984, was signed on 1st March 2026 and aims to facilitate services for one year to allow the migration to the Scottish Government's Public Sector Geospatial Agreement (PSGA). The procurement stage was completed with the award issued on 2nd April 2026.

This procurement presents significant opportunities, particularly for businesses specialising in IT services centred around software licencing and support. Although the contract has been directly awarded to Experian due to technical exclusivity, firms with expertise in address verification solutions and service continuity may find future opportunities arising from the transition to PSGA systems. Companies offering competitive and technically sophisticated alternatives could be suited to exploring potential collaborations or service provisions as PSD Scotland advances its systems migration efforts. Such engagements would enable business expansion through participation in public sector healthcare systems and related IT infrastructures.

This contract provides provision of Quick Address Software (QAS) licencing and support for software which are used within national clinical and business systems for address verification and ancillary purposes including TrakCare and some screening services. The proposed contract will provide continuity of service based on existing use to provide services. The proposed contract is on a single source basis as only Experian can support the products within scope in respect of which they have exclusive rights. These products are used for address validation purposes and improve data quality and by so doing supports efficiency and help minimise any clinical risk that may arise from poor data quality. The proposed contract is for a period of one year on the basis that the aim is to migrate to alternative, functionally equivalent products available - effectively free of charge - from the Scottish Government's Public Sector Geospatial Agreement (PSGA). This work is currently in progress, and it was hoped that it would have progressed further than it has. It has proven more complex than anticipated, some systems have now adopted PSGA, work on other systems is actively underway and further assessments on others being undertaken to confirm that the PSGA is a suitable alternative. The aim of this one-year contract extension is to allow time for the current work to conclude.
