## Summary

The procurement process for the "Welfare Advice Services" contract was spearheaded by the Manchester University NHS Foundation Trust, a public authority within the central government sector in the UK. The tender focuses on the provision of confidential and impartial advisory services covering areas like debt, benefits, housing, and employment, classified under social services. This procurement, part of a broader initiative to develop Health and Wellbeing Hubs at key medical institutions in Manchester, follows a direct award method. The contract, set to begin on 27th April 2026 and conclude on 26th April 2028, includes a potential 12-month extension. Key dates include the standstill period, which ends on 15th April 2026, and the contract signature scheduled for 20th April 2026. The successful bidder, Citizens Advice Manchester, serves as the supplier for this £500,121 project that is above the procurement threshold.

This tender offers significant opportunities for businesses that specialise in social services, particularly those that can contribute to defining and shaping the new Health and Wellbeing Hub model. Companies experienced in providing similar welfare advisory services, especially large-scale operations or those classified as SMEs and VCSE organisations, would be well-suited to compete for such contracts in the future. As the project is a direct award under prototypes and development criteria, businesses equipped to engage in service redevelopment and support can find substantial growth potential in this public sector collaboration.

## Notice

This is a confidential, and impartial advisory service on issues like debt, benefits, housing, and employment

### Procurement Information

This programme feeds directly into the new Health and Wellbeing Hub model, which has not previously been embedded within any hospital based environment and is itself a new and developing service for MFT. Citizens advise activity, and the associated contract award, contribute directly to defining and shaping this service and its development over the duration of this contract and will itself therefore continue to be developed to support the Hub. As such, it is MFT Procurement opinion that the contract is suitable be awarded under the direct award criteria for Prototypes and Development within PA23.
