## Summary

The procurement process initiated by Transport for London on behalf of London Underground Limited pertains to purchasing safety-critical components for the Jubilee line door engines. This procurement was completed through a direct award to FAIVELEY TRANSPORT TAMWORTH LTD, reflecting the tender stage of the process. The contract, valued at £864,168 (gross value £1,036,834), involves supplying bespoke metal parts necessary for the operation of door engines across 84 trains. The rationale for direct award is due to technical requirements that necessitate procurement from the original equipment manufacturer to ensure compatibility and safety. The process aligns with Section 41 of the Procurement Act 2023 and will span from 5 May 2026 to 4 May 2029, with provisions for additional purchases if needed to maintain flexibility. The parts fall under the 'Parts of railway or tramway locomotives' industry category and will be delivered in the UK, specifically to London, United Kingdom.

This tender, involving highly specialised components, presents growth opportunities for businesses mainly in the railway and transport industry with capabilities in manufacturing bespoke mechanical parts. The nature of the contract makes it best suited for large enterprises with experience serving the railway sector, such as Original Equipment Manufacturers (OEMs), who can provide the required technical precision and meet stringent safety standards. Through this contract, successful suppliers can cement relationships with major infrastructure entities like Transport for London, demonstrating their reliability in fulfilling niche procurement demands. Additionally, businesses with potential for scalability in custom manufacturing may benefit by contributing to ongoing infrastructure projects or future expansions related to public transport systems.

## Notice

This procurement is for the supply of 14700 each of Bespoke Metal O Rings, 4200 each of Bespoke Seals, 4200 each of Bespoke Pistons, 2100 of Bespoke Key Pins, 5500 of Bespoke Thrust Washers, 16800 of Bespoke Cylinder bolt & 1300 each of Bespoke Friction plates. All these parts are safety critical components relating to the door engines of the Jubilee line fleet. These parts will be used for 2,100 door engines across 84 trains.

### Procurement Information

The reason for a direct award is that all components are bespoke to the Jubilee Line Door Engines and thus an off the shelf product won't satisfy system technical requirements. Faiveley Transport Tamworth Ltd (Wabtec) designed and manufactured parts such as the Door Engine. As these parts are directly related to the safe operation and reliability of the door system, it is critical to procure these parts from the original supplier (OEM) for the parts to be of the required quality standards to prevent any safety challenges in an operational train. Any changes to these parts being procured if sourced from alternate suppliers would have disproportionate technical difficulties during operation / maintenance and therefore drastically reduce reliability. This procurement is in line with: Paragraph 7, schedule 5, Section 41 of the Procurement Act 2023, wherein (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
