## Summary

The Northern Health and Social Care Trust is in the planning stage of a procurement process focused on Early Market Engagement for the provision of Learning Disability Supported Living Accommodation. The process specifically aims to assess market capacity for a bespoke, single-occupancy accommodation for a service user with complex behaviours. The preferred location for this service is Newtownabbey, though other areas may be considered. Classified under the industry category of Health and Social Work Services, the process is not yet a call for tender but a preliminary scoping exercise. Relevant stakeholders have until 29th April 2026 to express their interest or address any queries. This engagement follows the legal framework of the EU Directive 2014/24/EU and is part of the procurement category for services.

This tender presents potential growth opportunities for businesses specialising in bespoke care facilities, particularly those skilled in managing complex behavioural challenges and health services in a supported living setting. Companies experienced in 24/7 bespoke care provision and possessing the capacity for intensive staffing ratios would find this opportunity well-suited to their offerings. Organisations that can provide tailored accommodation solutions in Newtownabbey, or are willing to consider secondary locations, stand to benefit from participating in this early market assessment. Participation in this engagement phase is crucial for businesses aiming to influence future procurement specifications and prepare for potential tenders by the Northern Health and Social Care Trust.
