## Summary

The Independent Commission for Reconciliation and Information Recovery seeks to procure a cloud-based Legal Case Management System through an open tender process. The procurement is categorised under IT services and software development, positioning it within the Northern Irish jurisdiction, and managed under the sub-central government regulations. The tender includes a single lot worth £120,000, and submissions are due by 22nd April 2026 via the eTendersNI portal. The procurement is currently in the tender stage and anticipates a contract period starting from 1st July 2026, with potential extensions up to two additional years.

This tender presents a significant opportunity for businesses specialising in IT services, software consultancy, and application service provisioning to expand their reach within government contracts. Companies with expertise in cloud solutions, document management systems, and software package development will find this contract particularly suitable. Given the demanding requirements, such as AI-enabled capabilities and cloud-only operations, businesses with a strong portfolio in innovative IT solutions are well-positioned to compete successfully. Opportunities for growth extend to offering extended support and innovative technologies to a government entity highly involved in sensitive information management.

## Notice

The Independent Commission for Reconciliation and Information Recovery seeks a cloud-based Legal Case Management System (CMS) that supports the creation and storage of template pleadings, and enables production and secure storage of Outlook emails directly within the system. The solution must operate entirely in the cloud with no hardware-based components. Strict delegated access controls are required, permitting system access solely to the CMS supplier as mandated by our service provider, this requirement is absolute and non negotiable. The system must also generate unique matter numbers for each case and incorporate an AI enabled capability to automatically identify and link historic (legacy) emails to the correct matter number.
