Lot 1

In March 2021 SYP purchased ESafe online monitoring software for the first time, to allow the monitoring of 100 RSOs. This was through a grant from the Home Office but on the understanding from SYP that the organisation would be responsible for the costs in the future. SYP renewed and funded this process in 2022 and 2023 purchasing 80 and 100 licences respectively. Demand has increased in terms of the number of RSOs managed by SYP's ViSOR teams and the use of Esafe monitoring software has naturally increased as well. Upon renewal in 2025 it was agreed 110 licenses would be required, a further demand has been identified towards the end of 2025 and it is anticipated in 2026 more licenses will be needed and the number has been increased to 120. The supplier Smoothwall have advised that they always worked outside public sector frameworks, due to the fact that they are the only Supplier in the UK that provides this service and therefore no need for tendering exercises. However, a commercial agreement has been set up with Phoenix Software Ltd via the WYCA IT framework in order to put in a place a contract from 14/04/26 onwards for up to 4 years with extensions for the required 120 licenses.
