## Summary

The London Borough of Harrow has initiated a procurement process for a service contract titled "Extra Care- Ewart House." This contract is within the health services industry category, specifically focusing on care and wellbeing services for older adults. Located in Harrow, United Kingdom, the procurement process is currently in the planning stage, with intentions to tender in July 2026. A key milestone is scheduled for 8 July 2026, when the second Preliminary Market Engagement (PME) event will occur, as part of this procurement's development approach. The contract, valued at approximately £8.4 million gross, will commence on 1 April 2027, and potentially extend through to 31 March 2034.

This tender presents a significant opportunity for businesses specialising in health services and care support, including SMEs and voluntary, community, and social enterprise (VCSE) sectors, which may particularly benefit from participation. Ewart House offers a mix of floating and planned care models intended to promote independence and community involvement among clients. The planned provision of 336 hours of floating support and an expected 500 hours of scheduled visits per week offers avenues for growth and service diversification for businesses adept in delivering dynamic, round-the-clock care services. The strategic approach to maximise independence through community activities and support networks indicates that businesses with a strong orientation towards community care and engagement would be well-suited to compete in this procurement process.

## Notice

Ewart House is owned and operated by a local Housing Association and offers 47 units of extra care housing at affordable rent levels. The contract to deliver care and wellbeing services at Ewart House will end on 31 March 2027 and the Council intentions to tender during July 2026. Onsite care and wellbeing services seek to meet individual needs and outcomes across a mix of low, medium and high needs through a strengths-based practice approach to maximise independence, skills, resilience and community networks and involvement. The service is currently delivered by a single provider under a 'core and planned' care model, which includes requirements to deliver a programme of community activities. The core provides 336 hours of floating support each week on a 24/7 basis, including waking night cover, delivered by two care workers enabling regular wellbeing and welfare checks, unplanned assistance such as post-hospital discharge support, and timely emergency response. The core is block funded. Planned care is delivered through scheduled visits, similar to domiciliary care, to meet individual needs and outcomes. Planned care is funded based on actual delivery with an expected 500 hours per week. All care and support hours are funded on a single fee rate, which includes London Living Wage (LLW).
