## Summary

The West Midlands Independent Fostering Agency Framework, led by Coventry City Council, is an active tender process aimed at sourcing foster care services throughout the West Midlands region. This framework, valued at £2.75 billion, focuses on social work and related services, classified under CPV code 85300000. The tender, in the stage of open procurement, is accepting submissions until 15 May 2026. It allows for electronic submission via the Coventry City Council e-tendering website. The framework includes several lots, such as Standard, Enhanced, Specialist, and Parent and Child Foster Care, each with a contract period of up to ten years, allowing for two extensions of three years each. The procurement method is open, ensuring transparency and competitiveness for qualified applicants.

This tender represents a substantial opportunity for independent foster care agencies looking to expand within the public sector, particularly those specialising in social services. With Coventry City Council spearheading the process for 14 regional authorities, there is potential for long-term partnerships and significant business growth for successful bidders. Agencies capable of providing standard to specialist foster care services will find this framework particularly advantageous. The opportunity is ideal for those with a strong regional presence, offering consistent service quality across multiple lots, and meeting Ofsted performance criteria. The framework encourages existing providers to expand their involvement by applying for additional lots, fostering an inclusive and dynamic market environment.

## Notice

This framework is for the provision of foster care services across the West Midlands region. Coventry City Council is the lead local authority for the new framework, which can be accessed by the 14 West Midlands Local Authorities/Trusts. The West Midlands Regional Independent Fostering Agency Framework remains the primary means by which foster care homes are sourced in the region from the independent market. This is a framework re-opening, and Tenderers are invited to bid for one or more of the Lots. Providers that are already on the framework can apply to be added to an additional Lot(s). Please see tender documents for more information about the framework, of which can be downloaded from Coventry City Council's e-tendering website www.csw-jets.co.uk Please note each Independent Fostering Agency must submit their own individual tender (associated with their Ofsted unique reference number) and bids will not be accepted from umbrella organisations with multiple Independent Fostering Agencies e.g. covering different regional areas.
