## Summary

The North Yorkshire Council is currently undertaking a procurement process for the "NYH Non-Operated Plant Hire Services Framework," aiming to support highways maintenance operations across North Yorkshire. This open procedure is in the tender stage, with significant components being plant hire, tools, welfare units, and telehandlers, all under various lots to cover an extensive range of services. The procurement method, designed without reopening competition, offers a multi-supplier framework agreement. Key deadlines include the tender submission due by 13 May 2026, with the enquiry period ending on 8 May 2026. The overarching framework will initially operate over two years starting 1 September 2026, with possible extensions of up to two additional years. The industry category spans machinery for construction, hand tools, and repair and maintenance services, with the main location being North Yorkshire.

This tender provides substantial growth opportunities for businesses specialising in machinery, tool hire, and maintenance services, particularly those that can ensure high-quality, compliant equipment with robust support services. SMEs are especially suited to compete for the contract, as there is a strong focus on quality evaluation. The framework structure allows suppliers to bid for up to four out of five lots, enhancing potential business expansion across multiple operational areas. Additionally, the requirement for emergency response services could favour businesses experienced in quick, reliable service delivery. This strategic partnership opportunity ensures that participating businesses can enhance their portfolio by engaging in long-term, government-backed infrastructure support initiatives.

The framework will operate for an initial term of two years, with options to extend for up to two further one-year periods, and is divided into five lots covering plant hire, small tools and equipment, welfare units, telehandlers and the maintenance of NYH-owned assets. Suppliers must provide modern, safe and fully compliant equipment with all required certification, alongside planned and emergency response services, including delivery, breakdown support and replacement equipment where required.
