## Summary

Tameside Metropolitan Borough Council is initiating a tender process for the procurement of cyber security services, focusing on enhancing their IT security landscape. This procurement process is currently at the planning stage, with key dates spanning from 14 April to 5 May 2026 for market engagement. Titled "Cyber Security Services," this tender falls under the IT services industry category, specifically targeting consulting, software development, internet support, and related activities. It is intended to support the Greater Manchester Pension Fund’s digital infrastructure, primarily built on Microsoft technologies. The procurement is expected to culminate in a contract starting from 1 September 2026, set to run until 31 August 2029, with an extension option up to 31 August 2031. The location for the delivery is designated within the UKD3 region, United Kingdom.

This tender presents lucrative opportunities for businesses specialising in IT services, particularly those with expertise in cybersecurity solutions, threat monitoring, and incident response. As the Fund seeks to bolster its security capacity in light of expiring contracts and distributed cyber responsibilities, businesses that can offer robust, proactive cyber security measures, especially those familiar with Microsoft 365 and Azure environments, would be well-suited to compete. Companies with experience in providing continuous 24/7 monitoring and advanced threat investigation will find this tender appealing, potentially paving the way for strengthening their market presence and expanding service offerings within the public sector.

## Notice

The Greater Manchester Pension Fund (GMPF), administered by Tameside Metropolitan Borough Council, operates its own dedicated IT function, independent from the Council's centralised IT service. The Fund manages a modern digital estate built primarily on Microsoft 365, Azure, and virtualised infrastructure, supporting approximately 240 users. GMPF does not have a dedicated in-house cyber security team. Cyber responsibilities are distributed across general IT staff alongside broader operational duties. While the Fund has invested in Microsoft security technologies and maintains an external cyber incident response (IR) retainer, it does not have the capability to provide continuous 24/7 monitoring, threat investigation or proactive threat hunting. The current incident response retainer expires on 13 October 2026, and therefore the new contract should be in place by 1 September 2026, with the IR service commencing from 14 October 2026.
