## Summary

The Construction Industry Training Board (CITB) has embarked on the Workforce Flows project, a public procurement initiative in the field of research services, focused on employee retention within the UK construction industry. The procurement process is currently in the award stage, with Navigator Insight Ltd as the active supplier, following their successful bid in the tender stage. The contract signed on 14th April 2026 is valued at £58,400 GBP, and the research will investigate the flow of workers into and out of the sector and identify cohorts at risk of leaving the industry. This project is critical given the predicted loss of nearly 60,000 potential entrants annually due to retention issues. The procurement method employed is a selective, restricted procedure, with the tender period ending on 16th April 2026. CITB’s strategic objective is to bolster workforce stability by addressing these challenges through targeted research, thereby enhancing skills supply alignment.

This tender offers significant growth opportunities for research and consultancy firms specialising in workforce dynamics and employee retention. Companies with expertise in quantitative analysis and trend identification within the labour market, particularly in construction, are well-suited to compete. The insights gained are expected to support CITB's strategy in improving retention, reducing skills shortages, and increasing productivity within the sector. By participating, businesses can expand their footprint in the construction industry's talent management domain and contribute to shaping innovative interventions that safeguard against workforce attrition. This procurement reflects a broader governmental and educational commitment to sustainable workforce management, presenting avenues for substantial collaborative impact and business development in consultancy services.

## Notice

CITB, the Industry Training Board for the construction industry is seeking to commission a contractor to deliver research on employee retention in the construction sector and workforce flows into and out of the sector. Furthermore, CITB want to understand the volume and characteristics of cohorts/groups of workers in the construction and quantify who are more at risk of leaving the sector. This will enable resources to be directed at the cohorts who are the most preventable in terms of leaving the sector. Ultimately, the aim of this research project is to provide a complete overview of employee retention in the construction sector. This includes exploring why people leave the sector (indefinitely and returners) and to determine if there are any trends in characteristics of leavers.

### Lot Information

Lot 1

CITB will use the outputs of this research to develop our evidence-base, to enhance understanding of skills demand and supply. It will aid CITB strategy in terms of understanding the flow into and out of employment in the construction sector. The findings should identify interventions which could be adopted to successfully retain workers in employment in the sector.
