## Summary

The City of Edinburgh Council is currently inviting tenders for a Gas Engineering Works Framework Agreement, titled "CT1662", with an aim to improve the inspection, servicing, maintenance, and installation of gas systems primarily within its domestic housing stock. The procurement falls under the services category, specifically "Repair and maintenance services of central heating", and involves different lots divided by locality in Edinburgh to ensure effective service delivery. The process is at the tender stage, with essential submissions to be made electronically by 22 May 2026. The framework has considerable scope, valued at £13,600,000, and includes provisions for community benefits which tie into the Council's strategic objectives. Key criteria include employment opportunities and engaging local communities and SMEs. Tenderers must note that only either installation or maintenance lots can be held in one area to mitigate concentration risks.

This tender offers substantial opportunities for businesses in the gas installation and maintenance sector to expand their operations and establish a foothold within the public sector in Edinburgh. Ideal contenders would have a strong track record in these services, demonstrated by their registration with the Gas Safe Register, and the possession of relevant qualifications and certifications. The competition aims for high-quality service with award criteria weighted at 60% for quality and 40% for price, providing an advantage to companies prioritising excellence and competitive pricing. Additionally, businesses with robust community engagement strategies, a commitment to paying the real Living Wage, and effective environmental management initiatives will have a competitive edge. This framework can provide medium to large enterprises an opportunity to reinforce their regional presence while contributing to local economic and social benefits.
