## Summary

The Waste & Resources Action Programme (WRAP), located in Banbury, United Kingdom, has completed a tender process with the title "HR - Interim recruitment of Policy and Insights Director" under the industry category of HR services. This procurement involved direct awarding due to organisational changes and the urgent need to fill leadership gaps temporarily. The award for this contract was made to 3B Impact consultancy from Sheffield, United Kingdom. The contract period begins on 5th May 2026 and spans until 5th August 2026, with a potential extension for another month. The procurement process is classified under services, focusing on supply services of personnel including temporary staff. The award notice was published on 15th April 2026, with a future signature date milestone scheduled for 27th April 2026.

This tender represents critical opportunities for businesses specialising in temporary staffing and personnel supply services. The interim position requires an experienced executive to oversee the Policy, Research and Data function during the recruitment of a permanent director. Large businesses or consultancies with expertise in HR and a robust framework to support executive leadership transitions may find this contract particularly advantageous. Such organisations can leverage their capabilities and potentially establish long-term relationships with WRAP, facilitating further engagements in future public undertakings. The urgency due to organisational restructuring provides an ideal competitive landscape for agile and well-prepared service providers to demonstrate their capacity for rapid placement and effective leadership support.

## Notice

Short-term provision of an experienced interim Director to lead the Policy, Research and Data function, ensuring continuity of operations and delivery of key priorities during recruitment of a permanent replacement.

### Procurement Information

WRAP has been going through significant organisation change and post the change needs to return to normal operations as rapidly as possible to minimise disruption to meet the organisation strategy, WRAP's impact and ability to raise income. There is a need for a period of stable leadership to support teams following a significant restructure. Due to a resignation, we will be losing a key member of the executive team and whilst we undertake a recruitment search for a permanent replacement there is a need to cover this gap on an interim basis to minimise the impact of knowledge gaps and operational disruption.
