Brokers submit a single-stage written Tender, including: * Conditions of Participation (pass/fail); * Technical Response. * Commercial Response (commission structure and pricing transparency). Evaluation - Tenders will be evaluated against the published award criteria: Technical Quality - 70% Commercial (Commission Transparency & Value) - 30% Only compliant bids meeting all Conditions of Participation will be evaluated. Post tender clarification - if required - post-tender clarification for the purposes of verifying the content of final tenders. Best and Final Offer (BAFO) - if required - The Authority reserves the right to invite one or more bidders to submit a Best and Final Offer (BAFO). BAFO may be used to clarify or improve service delivery proposals or commission transparency. Participation in BAFO is at the Authority's discretion and will be conducted transparently and equally. Preferred supplier - this stage will be used to develop and finalise the final contract with the most advantageous tenderer.
