## Summary

The NHS West and North London Integrated Care Board has completed the procurement process for the "North West London Personal Health Budget Support Service." The contract covers software packages and information systems within the health industry category, specifically aimed at personalised care for vulnerable clients. Based in London, the procurement process followed a framework agreement under the Crown Commercial Service G-Cloud 14, with the contract having been signed on 1 April 2026. The awarding phase of the procurement was conducted using a limited procedure without prior publication of a call for competition, owing to the strategic merger of integrated care boards in the region. The deadline for relevant activities and bids has passed, as the contract is now active with an estimated value of £790,140 GBP.

This tender provides significant opportunities for organisations with expertise in health software solutions, particularly those able to supply goods under framework agreements like the G-Cloud. Businesses that deliver innovative personal health budget support solutions will find potential for growth, as they can engage with a large client base in the North West London area. While the procurement method was limited without competitive advertisement, future opportunities for similar contracts may arise as mergers and regional restructuring conclude. Companies prepared to navigate complex procurement environments, such as within NHS framework agreements, would stand well-suited to win upcoming contracts within the sector.

## Notice

Personal Health Budgets (PHBs) cover the care needs of highly vulnerable clients and support the implementation and provision of complex care packages. All clients who are eligible for All Age Continuing Care and other care areas have the legal right to request a Personal Health Budget as per The National Health Service (Direct Payments) Regulations 2013 and National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) (Amendment) (No. 3) Regulations 2014. Ensuring more people can benefit from personalised care is one of the key aims of the 'Fit for the Future - 10 Year Plan for England.' (2025)

The PHB Support Service assists an average of 296 NWL AACC Personal Health Budget holders annually.

Due to the merger of North West London and North Central London ICBs it was felt that a competitive procurement would not be an appropriate route forward, therefore a shorter term contract has been awarded whilst the merger settles (one year initial term with plus one, plus one extensions, so three years maximum contract length).
