## Summary

The London Borough of Haringey has completed the procurement process for the provision of a Substance Misuse Peer Support Service tailored to health services, specifically under the Health Care Services (Provider Selection Regime) Regulations 2023. The contracting process, initiated as a tender and involving a direct award to existing supplier Bringing Unity Back into the Community (BUBIC), was awarded on 1st April 2026, and is set to run through to 30th September 2026. This procurement is regional, focusing on the UKI location, and stages an award procedure without prior publication of a call for competition, owing to the limited procurement method applied due to the absence of realistic alternative providers. The contract is valued at £87,766 and follows the category of services within the CPV classification of health services.

The contract represents significant opportunities for businesses, particularly those with expertise in community health services and peer support programmes. Specialist providers in the substance misuse recovery sector capable of offering innovative, peer-led support services would find potential growth avenues. Similarly, businesses with a background in health services and those holding experience relevant to the National Institute for Health and Care Excellence (NICE) acknowledged strategies would be well-suited to explore competitive future collaborations with public health teams like Haringey Council's. This procurement highlights a tailored approach where existing community connections and proven efficacy in peer support are crucial, thereby offering growth potential for SMEs that can deliver bespoke services within local communities.

## Notice

Haringey Council's Public Health team commissions drug and alcohol programmes. As part of these recovery services, peer support play a valuable role in supporting co-production Peer support is a term used to describe local people with experience of substance misuse reaching out to and helping their own community. It is recognised by the National Institute for Health and Care Excellence (NICE) as an effective element of drug treatment. BUBIC has been running this service since 2000. BUBIC was started by a group of black African male residents who had successfully completed treatment for crack cocaine but recognised a need for an adjunct service run by those who had themselves been through treatment. They also had a strong desire to give back to Haringey for the help they had received.
