## Summary

The Ministry of Defence has announced a planned procurement process for the provision of Outward Mindset Implementation and Sustainment services, with a focus on management and personal development training. This open procedure aims to improve leadership and operational effectiveness through a formal training package accredited by the Arbinger Institute. The procurement is located in the United Kingdom, with earlier deadlines set for enquiries by 20 May 2026 and tender submissions by 2 June 2026. The tender process will close by 2 July 2026, and the contract is expected to start on 1 September 2026, running until 31 August 2029, with options for extension. The procurement is currently in the planning stage, and offers a potential value of up to £331,662.24, evaluated on a ratio of 40% for technical criteria and 60% for commercial criteria.

This tender presents significant opportunities for businesses in the training services industry, particularly those capable of delivering high-quality leadership and operational training packages. Companies well-suited to compete would be those with expertise in management and personal development training, as well as robust cyber security measures, as stipulated by the Ministry's requirements. Small and medium enterprises (SMEs) are encouraged to apply, given their suitability is acknowledged in the tender documents. Businesses with a demonstrated ability to innovate and provide cost-effective solutions will be particularly advantageous, aligning with the Ministry of Defence's emphasis on the Most Advantageous Tender methodology to determine the best value for money. Interested parties should prepare to submit thorough proposals via the Defence Sourcing Portal and anticipate the use of electronic submission in English.
