Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to participate as they can leverage their expertise in local waste logistics and compliance. The contract award will emphasise commercial value, making pricing a crucial competitive factor, along with technical quality and social value.
