## Summary

Devon County Council intends to award a contract under the Provider Selection Regime to Real Life Psychology C.I.C. for psychology support services as part of the STaR Drug Treatment and Recovery Service in Exeter. The procurement is in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing traditional Public Contracts Regulations. The contract is expected to commence on 1st May 2026 with a completion date of 31st March 2027, at a value of £115,053.75. There is a potential extension option for an additional 12 months. This decision marks the initiation of a standstill period where providers can make representations until 29th April 2026. The service, classified under the psychiatrist or psychologist services category, aims to deliver psychological interventions for individuals at risk of rough sleeping with dependencies, supported by a collaboration among local providers.

Real Life Psychology C.I.C., operating as part of an integrated service model, presents growth opportunities for businesses specialising in mental health and addiction support. The tender is particularly suited for SMEs involved in psychological interventions, health service delivery, and collaborative programs that address social issues like homelessness and substance dependency. Businesses adept in providing flexible, innovative service delivery models and demonstrating a commitment to social value are well-positioned to expand through involvement in the STaR project. The continued success of this initiative relies on achieving high engagement rates and substantial progress among service users, thus creating a fertile environment for businesses focusing on service integration, collaboration, and accessibility enhancements.

## Notice

In Exeter, there is now a collaboration of partners who have been contracted to operate as an alliance in principle (known as the STaR project) and, subject to ongoing funding being confirmed, that is expected to continue. This particular service is required to deliver the psychological interventions component of the STaR project. The evidence-based psychological support must be accessible and appropriate both to service users directly and to other practitioners working within the STaR team. The service will engage, support, treat and promote recovery of rough sleepers and those at risk of rough sleeping in Exeter to access treatment for alcohol and other drug dependency and specifically to provide the workforce and service users with psychological support to improve the treatment and recovery outcomes. With the main aim being to improve the lives of these individuals, their friends, family and local communities, taking a team around the person approach.
