## Summary

Shropshire Council, a public authority operating at the sub-central government level in Shrewsbury, UK, is currently in the planning stage of a procurement process for the "Community Based Care – Framework." This initiative involves conducting Preliminary Market Engagement to gather insights for the procurement of Community Based Care Services, encompassing Domiciliary Care and Day Care. While the framework aims to incorporate solutions catering to all age groups, it is under review due to upcoming changes in procurement legislation under the Procurement Act 2023. The engagement will unfold via an online provider survey, which is scheduled to close on 30th April 2026. Estimated at a gross value of £540 million, this procurement falls within the above-threshold category, focusing on health and social work services.

This tender represents a significant opportunity for businesses in the healthcare and social services industries. Companies specialising in Domiciliary Care, Day Care, and Learning Disabilities & Autism (LD&A) services are particularly encouraged to participate. As Shropshire Council explores alternative models for compliant procurement, businesses able to offer comprehensive and scalable solutions will be well-suited for successful competition. The framework's proposed contract period from April 2027 to March 2032 ensures a long-term engagement that can provide substantial growth and stability for committed suppliers. With changes in legislation influencing the procurement strategy, dynamic and responsive suppliers who can innovate within these sectors are primed to gain from entering this market engagement.

## Notice

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT. Shropshire Council is currently conducting a Preliminary Market Engagement (PME) to gather insights and feedback from potential suppliers operating within the market. The purpose of this engagement is to identify the types of solutions and functionalities available for the procurement of Community Based Care Services. This encompasses Domiciliary Care and Day care, and may, through further engagement, extend to additional areas of provision. The framework aims to consider the opportunity for implementing a comprehensive solution that covers provision for all age groups. The Council has an established procurement approach for domiciliary care through the 'Approved Provider List' (APL). Additionally, the FCA framework is in place for Learning Disabilities & Autism (LD&A). However, with the implementation of the Procurement Act 2023, the APL is no longer a viable option for procurement delivery. As a result, Shropshire Council is reviewing alternative models to ensure effective and compliant procurement of Community Based Care Services in the future.
