## Notice

LOT 1 Home and Community Based Outreach Support Services:delivering personalised support both in the family home and enabling disabled children to access their local community, facilities and services. This includes support to access and use universal services offered to all children and young people. LOT 2 Specialist Outreach Support: Offer a structured program of social, recreational, and developmental activities suitable for children with a wide range of disabilities, including severe learning disabilities, autism, sensory impairments, and physical disabilities. Provide specialist support for children with complex health needs, including those, mobility assistance, increased supervision and monitoring, or behavior management strategies . Lot 3 Group Based Support:- group activities will include age appropriate social activities that will take place either within specially designed provision for disabled children and/or through outings and support to access universal activities, facilities and services. This will include Holiday Play Schemes, Weekend activities and After School/Evening activities. LOT 4 Domiciliary Care - services delivering personal care for disabled children in their own homes. These activities will support disabled children to get ready for their day ahead or preparing for bed. LOT 5 Overnights - overnight services for disabled children delivered at any point in a suitable residential-style setting within easy access of children and their parents living in the London Borough of Hackney. This provision will require providers who have an existing Ofsted registration for overnight short breaks and already have registered properties. Overall, we are looking for providers who will work in partnership with the Local Authority to embed Systemic, Trauma Informed and Anti Racist Practice within their service delivery, promoting psychological safety, inclusion and collaboration with children and families. Through this framework, Hackney is focused on driving up quality and improving outcomes, supported by robust contract management, performance monitoring and reporting. This approach will strengthen accountability, support continuous improvement and ensure measurable impact in line with Hackney's statutory duties under the Children Act 1989, Children and Families Act 2014 and Equality Act 2010. Conditions of Participation a/Conditions of Participation: Overnights Provision Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Overnights Provision Lot. These will include and are not limited to the following: Ofsted Registration: Your organisation must possess an Ofsted registered property(ies) from which to deliver the service. Location and Transport: Your property(ies) must be located within a 25-mile radius of the M25. If your property(ies) are outside this radius, you must be able to provide or arrange transport for the young person. Experience: You must have a minimum of 1 year's experience delivering services for overnight provision or other services for disabled children. b/Conditions of Participation: LOT 1-Home and community based Outreach Support Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Home and community based Outreach Support LOT. These will include and are not limited to the following: 1/Having a relevant* training matrix in place ( PASS/FAIL) 2/Having relevant policies in place including - Safeguarding, Anti Racist, Risk Assessment, and DBS (PASS/FAIL) 3/Being able to detail relevant skills and experience of the leadership team. (PASS/ FAIL) *The Council will use its discretion in determining whether a provider meets these criteria. c/Conditions of Participation: LOT 2 Specialist Outreach Support Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Specialist Outreach Support LOT. These will include and are not limited to the following: 1/Having a relevant* training matrix in place ( PASS/FAIL) 2/Having relevant* policies in place including - Safeguarding, Anti Racist, Risk Assessment, and DBS.(Pass/Fail) 3/Being able to detail relevant* skills and experience of the leadership team. (PASS/ FAIL) *The Council will use its discretion in determining whether a provider meets these criteria. Conditions of Participation LOT 3- Group based support Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Group based support LOT3. These will include and are not limited to the following: Be able to deliver services within the North East London area Having a *relevant training matrix in place ( PASS/FAIL) Having *relevant policies in place including - Safeguarding, Anti Racist, Risk Assessment, and DBS.(Pass/Fail) Being able to detail the *relevant skills and experience of the leadership team. (PASS/ FAIL) *The Council will use its discretion in determining whether a provider meets these criteria. Conditions of Participation: LOT 4 Domiciliary Care Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for Domiciliary Care LOT 4. These will include and are not limited to the following: Must be CQC registered with a 'Good' or 'Outstanding' rating Having a *relevant training matrix in place ( PASS/FAIL) Having *relevant policies in place including - Safeguarding, Anti Racist, Risk Assessment, and DBS. Detailing the *relevant skills and experience of the leadership team. (PASS/ FAIL) *The Council will use its discretion in determining whether a provider meets these criteria. This procurement follows the UK2: Preliminary market engagement notice conducted under Notice identifier 2026/S 000-011119. Although originally envisioned as a Competitive Flexible procedure, the authority has determined that an Open Procedure is more appropriate for this requirement.
