## Summary

The Ministry of Defence has initiated a procurement process under a direct award methodology for the repair of fire suppression systems. This contract is for the refurbishment of fire extinguisher systems used in the Foxhound Protected Mobility Vehicle Platform (PMVP), valued at £835,000.00 excluding VAT. The framework agreement spans an 8-year period, consisting of an initial 3-year term with options for five additional years. Managed by Babcock Land Defence Limited as agent for the Ministry of Defence, the procurement falls within the defence and security industry sector in the UK. The process is in the award stage, with the contract effectively commencing on 18 October 2026 and concluding by 17 September 2029, potentially extending to 2034.

This tender represents significant growth opportunities for businesses proficient in high-quality repair and maintenance services of firefighting equipment. Lifeline Fire and Safety Systems Ltd, a Coventry-based SME holding exclusive intellectual property rights as Original Equipment Manufacturer (OEM), has secured the contract due to its unique technical capabilities. Companies engaged in defence contracts and skilled in refurbishing specialised equipment would find this tender relevant, although the direct award method limits competition under technical and exclusive rights rationale. Subcontracting may offer pathways for additional businesses to engage, thereby expanding their footprint in the defence industry sector.

It is considered that the award of the contract is lawful in accordance with section 41 of the Procurement Act 2023 utilising Schedule 5 paragraphs 6(a) and (b) for the following technical reasons. 1.
