## Notice

Pagabo Limited, acting as an agent of YPO is seeking to establish a Closed Framework to combine the scopes of the National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation, replacing the existing two Frameworks. The current Civils and Infrastructure Framework is set to expire May 2026, the current Demolition Framework is set to expire upon execution of this procurement. It is proposed that this new Framework will be for a four year term from September 2026. The Framework intends to appoint a number of Contractors to provide a full range of Civil Engineering and Infrastructure works, Demolition works and Land Preparation works. The resulting Framework will be UK wide and will be available to all Public Sector Bodies. It is anticipated that, while the Framework Agreement is governed by the English Law, the Contracting Authority may, during the first 2-weeks of the tendering period introduce Scottish Law to form a part of the Framework Agreement Terms and Conditions. This is to support compliance with the applicable legal requirements in Scotland. The Contracting Authority will communicate this information to Bidders, in a transparent and proportionate manner. Bidders are to take this into account, while preparing tender return submissions.

### Lot Information

Civils and Infrastructure - Collaborative Partners

Bidders may submit a response for one or more Collaborative Partner positions on the Framework, as summarised below: Lot 1 ( a-c ) England & Wales (three appointments) Lot 1 ( d ) Scotland (one appointment) Lot 1 ( e ) Northern Ireland (one appointment) One Collaborative Partner will be appointed for Scotland and Northern Ireland geographical areas (Lot 1d & Lot 1e). Lot 1 England & Wales will comprise of three Appointed Suppliers, encompassing three separate Collaborative Partner sub-lots, with one successful Bidder appointed to each of the following categories/sub-lots. Delivery Sustainability Quality An appointed Collaborative Partner will be expected to act as a trusted, transparent, and proactive partner, working closely with all relevant Framework stakeholders and adopting a long term, partnership driven approach. Partners are expected to drive high performance in quality, digital delivery, innovation, and environmental, social, and economic outcomes, while ensuring value for money and strong whole life asset performance. Continuous improvement will be supported through knowledge sharing, lessons learned, and capability development across the Framework.

Civils and Infrastructure - Highways

Projects related to highways transport infrastructure including but not limited to roads, structures, active travel, surfacing and maintenance, public realm and associated buildings and infrastructure.

Civils and Infrastructure - Rail

Projects related to rail transport infrastructure including but not limited to railways, structures and associated buildings and infrastructure.

Civils and Infrastructure - Water and Environmental

Projects related to water and environmental resilience infrastructure including but not limited to water and wastewater treatment works, networks, reservoirs and dams, flood and coastal protection, land reclamation, environmental mitigation and habitat creation, and associated building and infrastructure.

Civils and Infrastructure - Maritime

Projects related to maritime infrastructure including but not limited to ports and harbours, canals, ferry terminals, subsea services and associated buildings and infrastructure.

Civils and Infrastructure - Energy

Projects related to renewable and non-renewable energy, onshore and offshore, including but not limited to power stations, electric power, gas and oil supply networks, hydroelectricity, solar, wind and associated building and infrastructure.

Civils and Infrastructure - Aviation

Projects related to aviation infrastructure including but not limited to passenger and freight terminals, runway and taxiway construction and refurbishment, perimeter roads, fencing and security and associated buildings and infrastructure.

Civils and Infrastructure - Nuclear and Defence

Projects related to infrastructure in specialist environments including but not limited to defence and nuclear for delivery of project such as reinforced concrete structures, storage facilities, decommissioning and waste encapsulation, site infrastructure upgrades, naval and submarine support infrastructure, airbase infrastructure, perimeter and access works and associated buildings and infrastructure.

Civils and Infrastructure - Rail Systems

Projects related to rail systems including but not limited to track and platform systems, electrification, signalling, telecommunications, power supply and distribution, multidisciplinary system integration, testing and associated buildings and infrastructure. Appointed Suppliers must be able to self-deliver this scope of works, as opposed to a sub-contracting delivery model.

Enabling Works - Collaborative Partner

Bidders may submit a response for one or more Collaborative Partner positions on the Framework, as summarised below: Lot 10 ( a-c ) England & Wales (three appointments) Lot 10 ( d ) Scotland (one appointment) Lot 10 ( e ) Northern Ireland (one appointment) One Collaborative Partner will be appointed for Scotland and Northern Ireland geographical areas (Lot 10d & Lot 10e). Enabling Works - Demolition

Projects related to demolition activities including but not limited to soft strip and structural demolition, asbestos removal, decontamination and decommissioning, site clearance and protection of adjacent assets and services. Appointed Suppliers shall be licensed to remove asbestos and be members of a recognised registration body such as, National Federation of Demolition Contractors (NFDC) for the duration of the Framework.

Enabling Works - Land Remediation and Groundworks

Projects related to remediation activities including but not limited to contaminated land remediation, bulk earthworks, waste recycling, ground improvement, piling and foundation systems, drainage and attenuation and substructure preparation.

Enabling Works - Full Enabling Works

Projects related to full turnkey activities including but not limited to a combination of scope from Demolition and Land Remediation work types in addition to utility diversions and disconnections and other early infrastructure to facilitate main works delivery. Appointed Suppliers shall be licensed to remove asbestos and be members of a recognised registration body such as, National Federation of Demolition Contractors (NFDC) for the duration of the Framework.
