## Summary

The Integrated Laboratory Solutions LLP is planning to procure digital histopathology reporting services for Airedale and Bradford. This procurement, categorised under pathology services, is currently in the planning stage with a focus on delivering services as per need. The intended contract term is from 1st June 2026 to 30th June 2027. The anticipated value of this procurement stands at £600,000. The procurement follows the Provider Selection Regime regulations 2023, exempting it from the usual competitive processes outlined in the Public Contracts Regulations 2015. Award decision-makers include Sarah Walters and Mark Harrison, and the service delivery is set within the region UKE41.

This tender represents a significant opportunity for businesses specialising in digital histopathology and pathology services; however, it should be noted that it intends to directly award the contract without competitive tendering. Businesses with a proven track record in providing high-quality, integrated services in healthcare diagnostics may find this contract especially appealing. As the contract seeks to replace existing arrangements, providers capable of seamless service integration and maintaining high standards of diagnostic delivery stand to benefit. Suppliers interested in expanding their operations in the healthcare sector around Airedale and Bradford should consider positioning themselves for future opportunities, even outside this particular tender.

Award decision-makers;
Sarah Walters
Mark Harrison

Based on the Authorities assessment and PSR decision making process (taking into account key criteria; quality, value, integration, inequalities and access), ILS LLP intends to award a contract following MSP Process under the Provider Selection Regime (PSR).

The authority is proposing a new contract to replace the existing contract at the end of its term and the proposed contracting arrangements are not changing considerably.

ILS LLP is of the view that they are able to identify the most suitable provider without running a competitive exercise.

Direct Award Processes A (only one provider can provide the services) and B (unrestricted patient choice) and C where an existing provider is satisfying its contract and the new contract will not be materially different from the current contract do not apply and a competitive process is unlikely to add value for patients, taxpayers, or the population.
