## Summary

The Health and Safety Executive (HSE), a UK central government public authority located in Bootle, Merseyside, has awarded a contract for a "Post Occupancy Overheating Review of New Dwellings” to Oxford Brookes University. This procurement process, initiated by a direct award method, is at the award stage, with the contract start date set for 18 May 2026 and ending on 17 October 2028. The awarded contract is categorised under research and development services, and focuses on evaluating the implementation of Part O of the Building Regulations introduced in December 2021. The project aims to assess how effectively Part O compliant homes mitigate overheating risks and adhere to specific functional requirements. The procurement is intended to deliver valuable insights into current overheating standards, crucial for improving health, safety, and wellbeing in new residential buildings.

This contract presents significant opportunities for entities engaged in research and development within the construction and architectural sectors, particularly those with expertise in building regulations and residential construction compliance. Companies positioned to offer consultancy services or empirical research in the safety and environmental aspects of building design may find business growth in similar future contracts. The availability of work across various UK regions emphasises the opportunity for national engagement, enabling large-scale organisations such as Oxford Brookes University to leverage their expertise and size in addressing the complex requirements of this project.

## Notice

The Building Regulations ensure a minimum safe standard for buildings. The Building Safety Regulator has responsibility for maintaining and updating the Approved Documents that accompany the Building Regulations. In December 2021, Part O was introduced to reduce overheating risks in new residential buildings, which can affect safety, health, and wellbeing. Most housebuilders now have experience applying Part O, making this a timely opportunity to review its implementation. This project aims to assess how effectively Part O compliant homes mitigate overheating risk and meet the functional requirements of O1(1)(a), O1(1)(b) and O1(2)(a). The project will also provide vital evidence to support a review of current overheating standards, helping us understand how homes built under Part O are used and experienced by occupants.
