## Summary

Derbyshire County Council has awarded a contract for Cash Counter Payment Services to residents across Derbyshire, under a direct award procurement method. This contract aims to support the delivery of the Derbyshire Discretionary Fund and other council-authorised payment initiatives. The service facilitates the exchange of vouchers for cash and is to be delivered by the supplier, Post Office Limited. The procurement falls under the services category, specifically banking services, with the initial contract period starting on 1st July 2026 and extending until 31st May 2028, with options to extend for up to eight years in total. The contract, with an estimated value of GBP 37,900,681, supports a key social function, while also being subject to potential modifications due to Local Government Reorganisation. The procurement process was completed following unsuccessful competitive tenders leading to a direct award under the Procurement Act 2023.

This contract presents opportunities for businesses involved in financial services and retail operations, especially those with expertise in cash management and service delivery. The provision of cash voucher services invites large-scale organisations to participate, offering scope for growth by leveraging existing infrastructure and expanding service footprints. SMEs that can innovate in delivery mechanisms, for example by integrating digital voucher solutions, might also find growth opportunities should there be policy shifts or added payment schemes. Businesses that naturally align with community service mandates or have experience in public sector collaborations will be particularly well-positioned to benefit from future contract extensions or modifications.
