## Summary

The London Borough of Newham is initiating the procurement for the "Independent Living Support Service 2.0," aimed at providing Home Care, Reablement, and Domestic Support services. This procurement process is categorised under the health and social work services industry and is located in London, United Kingdom. The procurement is in the planning stage as of 5th June 2026, with preliminary market engagement scheduled for 7th May 2026. Key dates include the deadline for engagement completion on 6th July 2026 and a planned communication notice on 3rd August 2026. This framework agreement is designed to support residents’ independence and enhance the quality of life for eligible individuals in their own homes, with an estimated contract value of £305.28 million gross over its duration starting 1st June 2027, extending potentially until 31st May 2035.

This procurement presents significant opportunities for businesses, particularly those specialising in providing health and social care services. The framework is especially suitable for Small and Medium-sized Enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs), given its focus on breaking down barriers to entry and fostering local engagement. Businesses with expertise in Home Care, Reablement, and Domestic Support services are encouraged to participate, especially if they are registered with or inspected by the Care Quality Commission, as this is a requirement. By engaging in this procurement, businesses can expand their service offerings and establish long-term partnerships with the London Borough of Newham, contributing to the local community and economic growth.

## Notice

The London Borough of Newham ("the Council") has a legal responsibility to assess the needs of any resident or Carer living in the borough who appears to have a need for care and support; and to then determine whether those needs are eligible for support from the Council, as stipulated in The Care Act (2014) and The Children and Families Act (2014). Reablement and Home Care are one of the main care and support options provided to meet eligible needs. The Council is procuring an Independent Living Support Service (ILSS) Framework which will include Home Care, Reablement and Domestic Support services for adults, children and young people who are resident in the London Borough of Newham, and eligible for care and support from the Council - to enable residents to maintain their independence and quality of life in their own home. Where applicable, providers will be required to be registered with, and be inspected by the Care Quality Commission.
