## Summary

The procurement process for the "Supply of TX Transformer" was conducted by the Driver and Vehicle Licensing Agency (DVLA), a central government public authority located in Swansea, United Kingdom. The contract encompasses the supply and installation of a replacement TX2 1000 kVA distribution transformer and associated HV and LV cabling at their Morriston site. This direct award, necessitated by the urgency of replacing a failed transformer, aims to restore electrical resilience and continuity across the estate. Awarded on 18th May 2026 to J & P Intelligent Solutions for Power, the contract will run from 19th May 2026 to 18th May 2027 and has a total value of £189,925 excluding VAT.

This procurement presents significant business opportunities, primarily benefiting firms possessing expertise in engineering works and construction, particularly those capable of delivering large-scale electrical and transformer systems projects. The direct award method underscores the importance of suppliers who can respond swiftly and provide reliable solutions compatible with existing infrastructure. Large enterprises with a solid track record in public sector projects would find this contract aligns with their capabilities, further strengthening their portfolio and enhancing business growth in the energy and utilities sector.

## Notice

The Driver and Vehicle Licensing Agency (DVLA) have procured the supply, installation, testing, commissioning and handover of a replacement TX2 1000 kVA distribution transformer and the associated high voltage (HV) and low voltage (LV) cabling infrastructure at the Morriston site. The works would also be to replace existing cabling to the existing transformer. The works are intended to restore and improve electrical resilience across the estate by replacing the failed secondary transformer and associated aged cabling. The new equipment must meet or exceed the specifications below: Equipment Specification * Transformer Capacity: 1000 kVA * Type: Oil filled distribution transformer * Standard: IEC 60076 * Vector Group: Dyn11 * Primary / Secondary Voltage Ratio: 11,000 V / 415 V * Cooling Method: KNAN * Insulating Liquid: Midel 7131 (Natural Ester) * Core Material: Cold Rolled Grain Oriented (CRGO) steel. * Conductor Material: Copper windings * Compliance: CE / UKCA marked * Installation Type: Suitable for installation within existing A Block Transformer House * Design Intent: Like for like replacement of original TX2 to maintain system uniformity and simplify maintenance. The supplier shall ensure that all proposed equipment is compatible with the existing DVLA HV/LV distribution network, protection systems and switchgear.

### Procurement Information

Due to the increased risk exposure resulting from the failure of the existing TX transformer configuration at DVLA, urgent action is required. Procuring a replacement transformer will address this risk by reinstating the resilience provided by a dual-transformer arrangement, ensuring that operational continuity and site-wide electrical resilience are fully restored.
