## Summary

Leicester City Council is engaging in a public procurement process to carry out Energy Performance Certificates across its housing stock, as mandated by recent government legislation to be completed by 2030. Currently in the planning stage, this initiative is titled "PAN3538 - Domestic Energy Assessment Survey Programme" and falls under the services industry category, specifically energy-efficiency consultancy services. The procurement process is being introduced through pre-market engagement, with a due date for responses on 20th May 2026. The engagement is not a call for competition, and Leicester City Council is seeking market views via a questionnaire, accessible through their website. The project location is in Leicester, UKF21, United Kingdom, with a contract period planned from January 2027 through January 2030, with potential renewals extending to January 2032. The value of the contract is projected at £1.8 million gross, indicating an above-threshold procurement method.

This procurement process presents significant business opportunities for firms specialising in energy-efficiency consultancy services. The contract encourages participation from small and medium-sized enterprises (SMEs), fostering broad access to the project's growth potential. Companies with expertise in energy performance assessments stand to benefit from the substantial long-term value of the contract, which can enhance their portfolio and provide sustained revenue over several years. Additionally, firms can advantageously position themselves within an essential sector that addresses crucial legislative requirements, bolstering their market presence by aligning with governmental initiatives. The involvement of Leicester City Council, a sub-central public authority, further underscores the potential for reputational and strategic growth within the public sector.

## Notice

The Leicester city council has a legal requirement to carry out an Energy Performance Certificate on all of our housing stock. The new legislation requirement must be met by 2030 as new central government guidelines stipulate a requirement for this to be achieved. If this is not achieved the Leicester city council could have severe reputational damage due to the lack of data record on our housing stock. Government fines may be issued by the housing regulator
