## Summary

The Borough of Telford & Wrekin has initiated a procurement process for consultancy services in the health and social work sector, specifically focusing on adult social care service improvement. Located in Telford, Shropshire, this contract was awarded to IMPOWER Consulting Ltd under an established framework allowing for direct awards without further competition. The procurement stage is complete, with the contract signed on 23 April 2026. The procurement follows the rationale under the framework ESPO (664_25), ensuring that the chosen supplier uniquely meets the required service and value objectives. This award procedure did not require prior publication of a call for competition due to its limited procurement method, targeting efficient service delivery in the UKG21 region.

This consultancy services tender represents a significant opportunity for growth in digital consultancy solutions related to adult social care. Businesses specialising in digital tools, analytical models, and training documentation, particularly those with experience in social care transformation and financial sustainability, would find this tender suitable. The contract provides non-physical deliverables, including digital consultancy tools, Excel-based models, and training materials, offered electronically. Furthermore, there is potential for a six-month extension upon satisfactory performance, encouraging ongoing collaboration and development. This award underlines Telford & Wrekin’s commitment to improving social care outcomes, providing a robust opportunity for specialised consultancy firms to demonstrate their expertise in a high-demand sector. IMPOWER Consulting Ltd, a small to medium-sized enterprise, successfully secured the contract, showcasing the agility and specialised knowledge presumably brought to the table.

### Procurement Information

This procurement was carried out under an established framework from ESPO (664_25) which allows for an award without further competition on specific Lots. Lot 4b was used which allows for this. We reviewed information about the suppliers within the framework documentation and established that for the service we require, the chosen supplier was the only one who provides the required service, materials and guidance we specifically need, whilst also achieving the required value for money. By following the guidance and requirements set out within the framework, this has satisfied the need to call off without further competition under the Public Contract Regulations 2015.
