## Summary

Oxford City Council is currently in the planning stage of a procurement process for developing a Heat Network in Oxford under the industry categories of public utilities and low carbon energy. They are seeking pre-market engagement with interested parties to gather insights that may help shape an attractive procurement package. The initiative focuses on services within the regions of Oxford (UKJ14) and involves concepts related to electricity, heating, solar, and nuclear energy. Interested businesses should note the engagement milestone due date of 15 May 2026 and anticipate further notices by 24 June 2026. This procurement process aims to find an experienced district heating network developer to implement a low carbon solution through innovative contractual models starting from 1 November 2026.

The opportunities for business growth stemming from this tender are substantial, given the focus on advancing low carbon technologies and sustainable infrastructural developments. Companies specialising in the architectural, construction, engineering, and inspection services, especially those with experience in district heating networks, are well-suited to compete. The procurement accommodates small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), enhancing their accessibility to compete within this project. Successful business engagement could lead to valuable partnerships with Oxford City Council, offering substantial commercial value—with the project's gross value reaching £360,000—alongside contributing towards sustainable energy initiatives in the United Kingdom.

## Notice

Oxford City Council and Partners are seeking an experienced district heating network developer to commercialise and develop a low carbon heat network, through an innovative contractual delivery model.

### Planning Information

PME in this case is where the Council, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity.
This exercise will provide an opportunity for the Council to obtain insight into how participants might approach the delivery of the services in question and the proposed commercial model. It also gives a useful early insight into the likely level of interest in a proposed project from that market.
The Council has developed a questionnaire that they would like interested parties to complete.
For any supplier interested, and wishing to receive the document set which includes
