## Summary

The Financial Ombudsman Service Limited, a public authority within sub-central government in the United Kingdom, is at the planning stage of a procurement process titled "EME - RFI - Electric Vehicle Scheme - Employee Benefits". This procurement process is aimed at developing an employee benefits scheme centred around electric vehicles, with potential delivery across the UK. Suppliers interested in the planning phase are encouraged to respond to a Market Engagement Questionnaire by 15 May 2026, with possible clarification discussions scheduled for the week commencing 25 May 2026 via Microsoft Teams. The questionnaire is accessible through their eSourcing tool, with final submissions due by 1 June 2026. This process is aligned with the category of goods procurement and involves careful pre-market engagement to gather insights and inform future requirements.

This initiative presents a significant business growth opportunity for companies specialising in electric vehicle schemes, digital platforms, and financial leasing services. It opens avenues for businesses to showcase their capability in delivering comprehensive EV benefit schemes, including administration and value-added services. The procurement is especially suitable for small and medium enterprises (SMEs) as part of a planned contract that spans from December 2026 to potentially November 2031, allowing businesses to establish long-term collaborations. Engaging in this initial phase could bolster a supplier's prospects in influencing and supporting future procurement needs without immediate commitment to competitive tendering or contract awards.

## Notice

The Financial Ombudsman Service (FOS) is undertaking pre-market engagement to inform the development of a potential future procurement for an Electric Vehicle (EV) benefit scheme for employees. This notice invites suppliers with experience in the provision and operation of EV benefit schemes, including associated digital platforms, administration services, and any value-added offerings, to participate in a Request for Information (RFI). Due to this early engagement, FOS are unable to estimte the value of the future contract. The engagement is intended to gather insight on market capability, delivery models, and commercial approaches to support consideration of a future requirement. It does not constitute a procurement or invitation to tender, does not involve supplier selection or assessment, and does not create any obligation on FOS to commence a procurement or award a contract.

### Planning Information

Interested suppliers are invited to complete a Market Engagement Questionnaire based on the accompanying brief and submit responses by 15h00 on 15th May 2026.
Where helpful, FOS may invite some suppliers to take part in clarification discussions relating to their questionnaire responses. If required, these sessions are expected to take place w/c 25th May 2026 via Microsoft Teams.
The questionaire and accommpanying brief can be accessed via our eSourcing tool Jaggaer here: https://procurement.financial-ombudsman.org.uk. Registration is required on the portal in order to access the prospectus and questionaire.
