Flagship is undertaking pre-market engagement to inform the potential future procurement of a contractor for the supply and installation of uPVC windows and composite external doors to existing residential properties across its current operational area. The engagement is intended to support a review of the current specification and identify opportunities to improve value for money. ### Planning Information

This notice serves to inform the market that Bromford Flagship LiveWest (BFL) is undertaking pre‐market engagement in relation to a potential future procurement opportunity for the supply and installation of uPVC windows and composite doors. This notice is issued for information‐gathering purposes only and does not constitute a call for competition or a commitment to proceed with any procurement.
The potential scope under consideration relates to works primarily to existing residential properties (including occupied and void homes) and may include, but is not limited to:
Supply and installation of uPVC windows
Supply and installation of composite external doors
Associated surveying, removal of existing products, making good, and waste disposal
Compliance with relevant statutory, regulatory, health and safety, and quality requirements
Should BFL decide to progress a procurement at a later date, the envisaged contractual approach would include an initial term of 12 months, with the option to extend for up to three further 12‐month periods, subject to performance and business need. The indicative estimated value for the first 12 months is £9.1 million (including VAT). This estimate is provided for context only and may change.
Any future procurement, if undertaken, would relate only to Flagship requirements and Flagship’s current operational area.
The purpose of this pre‐market engagement is to:
Obtain supplier feedback on Flagship’s current windows and doors specification
Consider how the specification could be improved, simplified, or modernised
Identify potential cost‐reduction and value‐for‐money opportunities while maintaining appropriate standards of quality, safety, durability, and resident experience
Inform internal option appraisal and future commercial decision‐making
While this engagement relates solely to Flagship requirements, feedback may also be used to inform future high‐level procurement scoping across the wider group. This notice does not imply that any future tender will be issued, either for Flagship alone or on a group‐wide basis.
